China and the Dominican Republic established diplomatic relations on May 1, 2018. The "Aid Project for the Dominican Republic 911 Emergency Disposal System (Phase II) Project" is the first assistance project led by Beijing GS Technology Co., Ltd (hereinafter referred to as GSAFETY) as the general contractor. As one of the first aid projects after the establishment of diplomatic relations between China and the Dominican Republic, the project has become a flagship project, showcasing the fruitful outcomes of the China-Dominican Republic diplomatic relations. The project has attracted high attention from all parties involved.

The project includes the deployment of a "Social Security Emergency and Response Platform", complete with supporting hardware and software, for the 911 centers in Santo Domingo (Southern Center), and in Santiago (Northern Center) in the Dominican Republic. Additionally, corresponding video surveillance system equipment will be installed within the operational jurisdictions of both the Southern and Northern 911 centers, according to the centers’ monitoring plan and site selection. Wireless cluster base stations will be set up to ensure centralized deployment and coverage in key areas, including the eastern and northern regions of the Dominican Republic. Moreover, the platform will be connected with the 911 emergency business application system to enhance the synergy.

Throughout the project implementation, we encountered various challenges such as the impact of COVID-19 pandemic, reshuffles in the Dominican government and 911 centers, the inefficiency in multi-party coordination and project delays and etc. Despite this, our project team overcame these difficulties and delivered all project materials by the end 2020, with the completion of various stages of work, including software and hardware installation and deployment, construction of wireless cluster field sites, data center establishment, mobile data center setup, integration and operation, system acceptance testing, on-site training, among others. The 911 center officially signed the technical delivery certificate in March 2023, marking the successful completion of the entire project.

The assistance system integrates various emergency resources, auxiliary decision-making, and command dispatching for emergency management in the Dominican Republic. It facilitates seamless information exchange and sharing between the Dominican Republic's domestic 911 center and emergency resources, enhancing resource information accessibility. This establishment fosters a "unified command, complete functions, agile response, and efficient operation" approach to emergency management. Additionally, the project provides a series of training sessions covering management philosophy, management methods, system architecture and software source code, deepening cooperation with the Dominican Republic in areas such as standards, systems, technology, and talent development. The exemplary result of the project plays an important role in enhancing political mutual trust between the two countries, promoting comprehensive friendly cooperation across various sectors, and deepening mutual understanding and friendship between the peoples of both nations.
